He can't move closer to his work, because his work involves representing his constituents so he needs to spend some time in his constituency, holding surgeries, and checking he is in touch with the communities. OK, no one does that, but they should.

He could move closer to his work...
...by actually living in the region he represents (North West England) rather than the other side of the country (Ipswich).

Yes, but I am going to put that down as an EU problem; you should have to live in a constituency to be eligible to stand.

Each member state sets their own rule around being elected as an MEP. The only overarching rules are that they must be elected by proportional representation, be citizens of a member state and they can only stand for election in one member state at a time.
In some EU countries there are residency requirements.

They're proposing to offer a referendum on any deal, which will include the option to remain.

The BBC is reporting that this would also go to a public vote, though this hasn't been announced publicly. I think it's remarkable that a split parliamentary party has moved so far on this. Unfortunately the country is now so divided that half the population will stamp their feet unless they get absolutely everything they want.
